The president is part of the Executive branch -- his powers are limited.
Laws are passed by Congress. Executive actions which work against the will of Congress very often will be blocked by the courts.

I think it was theater but also revealed Trump's total ignorance of how our government is set up.

What worried me most about the Muslim ban was the lack of competent advisors around him. Mike Pence should have been able to talk him out of that.
Heck the White House permanent staff should have been able to talk him out of that.
But no one would either stand up to him or they themselves thought he had the power.
Trump surrounded himself with "yes-men". He appeared to view competence as a threat to his would-be autocracy and and openly attacked integrity.
