More than one rep... probably 4 at least, maybe 5. Puerto Rico has 3.2 million people so using 700,000 population per Rep (current average) 4-5 new congressional seats. And yes, 2 senators. As an almost certain Democratic state of will never be in the union for a long time. GOP led states still outnumber Dem led states even if the democratic population is larger. So virtually no likelihood of statehood ratification anytime soon.
