What nation(s) would go into Gaza and protect Palestinians from the military decisions of Hamas or Israel? Who would enforce the ceasefire? Who would implement the decisions or the IRC and the ICC? Who would be the independent investigator? Who would protect the journalist and aid workers? Who would police the Black Market,?
