This was enough to make a difference in the outcome (see Mr. Palasts' analysis on his website). Another post-election analysis of Clarke county voting show that a large number of mail-in votes were removed from the postal system. I don't know what is in the "SAFE" legislation contains, but it will likely legitimize cheating in the 2026 race. I notified a number of Democratic parties in red states multiple times prior to the 2024 election and received no answers to my emails.
