He seems to be unaware of much of what he is signing, not smart enough to try to take credit for much of the dirty work, and giving his "staff" free reign to use their imagination in inflicting as much damage as they can while he often claims ignorance of exactly what they are doing. I believe Hitler also looked the other way for the first several months, only removing a few who proved too damaging to his reputation (and I suspect a few he always wanted to rid himself of but wanted to pick the most opportune time).
