Part of the evidence for this is that they are far more likely to introduce "radical" change in gigantic far-reaching bills that have absolutely no hope of passage, but when they have clear majorities, they either avoid anything major, or introduce small bills that have no clear value to voters (like renaming post offices), or large bills that favor corporate interests over those of the people - like the ACA, which was 11 years ago, and what have they done for us lately?
But when they're in the minority, they get to complain and rail against Republicans, in the sure knowledge that they can't be expected to get anything done.
And when put on the spot, what's their answer to EVERY demand from the voters? Vote. "Vote blue no matter who." And when we do, and we elect Democrats, what do we get? Small, unhelpful renaming bills, or excessively large bills that go nowhere. Lather, rinse, repeat.
