Forget about the co-conspiritors. Go straight to the top and hold the mob boss accountable. I don't necessarily care so much about the others just following orders. Maybe they should be prosecuted, but the top guy (Trump) is top priority.

Just following orders does not always cut it (culpability). Is the current Republican Part a reflection of Trump or vice versa. Some of the rank and file are dupes, but the leadership is all in this together, and the "hydra" (as above) would grow another, perhaps more virulent head unless we cast the net widely. RICO?

Absolutely, but the gambit against organized crime usually works it's way up from the bottom, pressing underlings to rat on overlords. Gotta catch 'em all. It 's only bad when they settle for only prosecuting a few mules and let the kingpins run free.

To the extent that they were proactive co-conspirators, they were very much part of a great crime.
I agree 100% about culpability. But one should not only prosecute the underlings while ignoring the boss at the top of the organization.
