"May have"? You shouldn't get life for "may have". It has to be "beyond a reasonable doubt". "May have" is 50/50 doubt. That's not "reasonable".
"may have" refers to the disputed accounts between the F.B.I. and Mr Peltier. F.B.I. Director, Christopher Wray, is a fine public servant; he believes that Mr Peltier should not be pardoned.
