They want people who can make a positive contribution from day 1. They are of course chosey...who wounld't be when the ultra rich are beating a path to their door as the last remaining safe haven. They are very good at rugby, have a lot of sheep...and have also had a mega gun massacre in Christchurch a while ago. ...but they have a charming and very effective Prime Minister....no covid during her watch!
There are expats in NZ, but also strict requirements for permanent residence, keeping the numbers low. Kiwis are very aware that their country is attractive and so are wary of a too-large influx. This became a priority as large numbers of Asians sought entry and refuge from late-20C crises. (Check the map for proximity to Southeast Asia, a permanent source of concern.) I don't blame them right now, but there is a darker aspect: White Australia and White NZ policies and sentiments. For over 100 years NZ and especially Aus rigorously excluded Asian migrants. They didn't mind exploiting Pacific Islanders kidnapped by "blackbirders."

I had understood it was actually quite difficult to gain residence in New Zealand, kind of like Switzerland. Is there an expat population there?
