I agree. I have the same idea about reopening schools. With all families mourning their kids dead or sick it would be perfect timing to call state of emergency and cancel elections.
It needn't arise to the level of a civil war: all he needs is sufficient unrest or perceived unrest (similar to the "invasion" on the southern border) to serve as a pretext for using whatever available force he can to establish "law and order."
